第一天当代课老师，有一点遗憾、一点点怀才不遇的感觉。因为，第一天实在太无聊，太得空了，我人生最不喜欢的事情就是白白拿工钱，我不喜欢偷懒后还会有人赞赏或给工钱。（但我没偷懒，我只是没东西做）。

陆续的几天，我开始有一点忙了，第一次进入课室教课，真是战战兢兢，心跳得很快。安然度过了。之后，我进入课室变得很自然、轻松了。我代了很多老师的课，不只教了各种不同的科目，也教过不同的班级。

我很开心，因为我终于有机会实现我人生中的一个梦想 — 当一位老师。我渐渐地体会到老师的辛劳。差不多每一班的学生都问了同样的问题：“老师，你明天可以再来教我们吗？”，有的甚至说：“老师，以后我们的老师没有来，你可以来代课吗？”（暗爽。。）说实在的，有机会我真的很想继续教课，可惜老师都够了，无能为力。

总而言之，我真希望可以尽快受到政府的信,让我有机会做个正式的临教。

Now, besides asking Atom down there to shut up(hehe...)..I wanna warn those who are trying to enroll themselves in Russia for medicine to beware all agents.(including the you-know-who agent..ask me privately for this)

ask very very very very carefully before you sign up, and "first come first serve" thingy is a complete nonsense, so it is advisable to get some advice from the Embassy of Russia...because the actual enrollment is around September, until about March we can still apply...those who make you apply now just wanna accumulate students so that they can earn more...you know lah..

so...that's all, wanna believe or not, up to you, but just be very very very very careful!!

（吉隆坡）大马医药协会指出，大马将在2015年以后，出现医生供过于求的现象，因此有意攻读医科的学生必须做好应对压力的心理準备。

　　大马医药协会医药教育委员会主席拿督阿西慕兰今日（周三，12月17日）在文告中指出，卫生部培训组数据显示，到了2015年，大马将多出7539名医生，并在2020年增加到2万6358人。

　　5新晋医生受压力困扰

　　他说，目前已有至少5宗新晋医生因压力出现情绪及行为的问题，正在等待医药协会处理。

　　他说，数据显示，大马在2012年时仍欠缺2891名医生，但随着越来越多人选择攻读医科，2013年就会开始出现医生过剩的现象。

　　他说，截至去年为止，大马共有1万8284名医生在政府及私人医院工作，其中7439人（41%）是马来人、4780人（26%）华人，而印裔及其他种族则有2639人（14%），并预料今年会有2300名新医生投入服务。

So sad.

Hospital Attachments

Hello people!! (Actually should be: Attention ppl who want to study Medicine!)

Just in case you dunno, (especially those who stayed for UEC), if you intend to do Medicine, it's good to do a Hospital Attachment(or also known as Medical Attachment) in a Hospital.

Basically, it's similar to the lawatan-ke-hospital program organised by JPA if you applied for JPA Medicine in March. The period of attachment varies, from 2 or 3 days to 1 or 2 weeks, depending on the hospital or depending on how long you want it to be.

It'll help you decide if you really wanna embark on this long but rewarding journey, to gain a valuable insight into a doctor's life, especially being a doctor in Malaysia. Lastly, it'll look good on your personal statement when you apply to universities (yea well you would have this experience to brag about -^)!

To apply for it, you have to call the hospitals by PHONE, ya and also other subsequent procedures. It's better to start applying early cuz these kinds of progams are very 'laku', so you might not get a place if you keep dawdling and dawdling... If you couldnt get any place, you can also volunteer in places like kidney / dialysis center, physiotherapy centre etc.

Gap years/ Volunteering work

Is anybody interested in taking a gap year(it means taking some time out of ur school life to go to certain places to do volunteering work or globetrotting or do something u really enjoy)?

I have information about various companies offering volunteering work in Sabah, Thailand, China, South America, South Africa etc, so pls contact me if u need it. The program length varies from 1 week to 2 years, so u can definitely find the time u like. As for $$, don't worry about it. Do a fundraising activity and u'll usually be able to get money easily. It's about a few thousand ringgit depends on how long u go.

U can choose either to teach english, help underprivileged children or people with disabilities, work in HIV/AIDS infected areas etc depends on ur interests. If u r interested or have such plans, i would advise u to plan at least 6 months prior to the trip to make arrangements n fundraise. My current plans are:
1. going to China(we have an advantage of knowing how to speak Mandarin) for 1 week during my holidays in 2009
2. Sabah 2-3 months in 2010
3. South Africa 3-6 months in 2010
However, i am still trying to get parental consent, so it's unsure yet. Just let me know if u r interested so we can go together as a team and help each other out, erm well, unless u dont want to go with me haha.. but also let me know la cuz i want to know, n i wont paksa u to go with me so dont worry.

(Btw if anybody is interested in climbing Gunung Kinabalu, u better apply/reserve 6 months prior to the trip too, this is told to me by a friend in sabah 'cuz u won't get any place if u apply at the last minute. It's usually full.)

(Another big thing) I don't know if anybody read this in the newspapers, but i read it thru msian newspapers online.
For those who failed to get JPA scholarships(don't worry, me too), good news(at least i think they are), beginning this year(08), there are 3 compensation packages by jpa:

1. 9As & above and are in Form Six/matriculation are eligible for sponsorship right through their first degree in local universities. If they don’t get into university, the sponsor ends at Form Six or matriculation.
2. any Malaysian who gets into an Ivy League university (top universities in USA - Brown University , Columbia University , Cornell University , Dartmouth College , Harvard University , University of Pennsylvania , Princeton University , Yale University ) or Oxford and Cambridge (in Britain) or the Group of Eight in Australia, will be sponsored by the government, but in specified fields of study.
3. If you get into a local foreign university (a foreign university that has a Malaysian campus) — Nottingham, Monash, Curtin and Swinburne — you are also eligible for a PSD scholarship.

For those interested in top universities in USA:
1. Harvard offers scholarships automatically for students from family annual pay less than US$60,000(approximately RM192,000, valid 24 May 08)
2. MIT offers scholarships automatically for students from family annual pay less than US$75,000(approximately RM240,000, valid 24 May 08)
-So the only problem is whether u can get their admittance. Don't worry about money. Most of the people in Malaysia has less pay than that right? Even if u don't, it's only a little bit more, they'll offer partial scholarships which will reduce the fees tremendously. UK has less financial aid though. (Shan, maybe u can consider this alternative to jpa but it's risky)

Note:
I don't know if u all are worried about financial aid for university studies now la, but i am, for mine. Personally, i think it's better to keep a note now about what scholarships u can apply for after u finish ur UEC/Alevels/ADP etc, so that u won't miss the deadlines. Anyways i will continue posting info about that unless somebody has any opinion about it, which i'll freely accept. For those who are interested in pursuing degrees in local universities but couldnt find any scholarships, u can contact me. There're a number of scholarships available for local studies so IMO(ONLY) u can try applying for those instead of applying for PTPTN which requires u to pay back later. Yet some of the scholarships have bonds, imo i wouldnt like that because u have to be stuck in that company for a few years after u graduate, but i'll do that if i'm desperate.

HK$100,000 (i.e. about US$12,853)per year for each awardee, covering tuition fee, hostel and other academic and living expenses.

For those who are interested in Actuarial science(for which i currently know are xiuyu and samuel), you can apply for the Vijayashanker Foundation Award by MACEE(Malaysian-American Commission on Educational Exchange) to pursue an undergraduate (Bachelor’s) degree in the field of Actuarial Science at a regionally accredited US university in the fall of the year.

The Vijayashanker Foundation will provide partial tuition scholarship
up to two years in the US for this competition. Preference will be
given to candidates from American Degree twinning or transfer programs
(ADP) at local colleges.

To be eligible, you have to have completed at least first semester of Second year of ADP and other usual requirements. Students are not required to be accepted to a US university in order to apply for this scholarship, but students are REQUIRED to apply and be accepted to a US university by May 2008 in order to fully

OK..it's me again, I'm calling out to those who love Mother Earth and well, willing to help me.
My teacher gave me an idea, that is to create a song to pass around the message of our society, Recycling Society.And then I think, good idea, so now i am trying to find lots of ppl to give me ideas on how should i do that.Dont worry, I am not trying to use this song to popularize my society, it's just that since I'm from this society and 名正则言顺, so I hope through our society, I can contribute a little bit to Earth.

Anti-freezing campaign

As you all know, our blog is gonna freeze sooner or later since we're parting..
So to prevent this from happening to a critical condition, I've a suggestion here:

We take turns post something about our recent situation, 1 person per month. So if this works, starting from January 08, we can keep this blog half-alive for 4 years and 9 Months.
The 次序 will be in random, but we have to write out the 次序 and inform everyone before starting the plan.
If the person who is suppose to post is extremely busy for that particular month, contact another person to ganti the place.
In case the person who is suppose to post forgot about it, the person posting the month before must remind him/her.(here comes the use of the contacts in our class magazine)
In case the person who has to post have nothing to post, we set some Qs that must be answered. eg, where are you now? What are you doing now? are u happy now? single/not? blablabla etc

Other suggestions of comments in respond to the suggestion above are welcome!

从前，有一间学校，特别之处就是这间学校是建在一座山上，而有一班优秀的学生，班级在山顶。每天清晨，都有飞机，直升机等把这班少爷小姐送到山顶，可说是真幸福。可惜，老师们唯有老老实实地爬上山教课。而其中一位老师，是一位年岁差不多60的老先生。从教课第一天开始，都没有什么人留意听他讲课，“随便啦”，“没有用的啦”，时常听到的字眼。有一位女同学问一位男同学：“呃i，如果我给你一个工作，整天对着墙壁讲话，赚到的钱也不是很多，你肯做吗？”男同学答说：“傻的咩，谁要哦？”女同学二话不说，把视线抛在正在教课的老师。在教课最后一天，他在一大早自个儿爬上山，在白板上写下：

成功和失败是相对的，是可以互相转化的。人们希望成功，不愿看到失败，觉得失败很残忍。殊不知，正是失败使我们趋于顽强，使我们得到教训从而更容易走向成功。正所谓“失败是成功之母”，只有失败的磨难才会带给我们成功的喜悦。失败和成功，可能离得很远，也可能离得很近。拉近失败到成功的距离，促进失败到成功的转化，是我们向着既定目标努力奋斗的价值之所在。

谁都知道，科学实验，大都是经历了一次，两次，十次，二十次，甚至上百次的失败才获得成功的。而人生也同样如此。失败了之后，不消极，不颓废，而是总结失败的教训和经验，重新设计、描绘奔向目标的路线，重新估量自己的优势和劣势，并借鉴他人长处，吸取书本知识，社会知识，以如饥似渴的学习来丰富和充实自己，使自己具备下一次冲刺的实力，那么，谁能说下一次失败的还是你呢？

Transformasi IPT disokong PSPTN

KUALA LUMPUR: Pelbagai pihak sepakat menyokong Pelan Strategik dan Pelan Tindakan Pengajian Tinggi (PSPTN) bagi proses transformasi dan pembaharuan sektor pengajian tinggi negara dengan menyifatkannya sebagai langkah tepat dan perlu disegerakan.

Mereka percaya jika pelan dan tindakan itu dilaksanakan, Malaysia mampu memperkasakan sektor pendidikan tinggi negara, sekali gus menjadi hab pengajian tinggi di rantau ini. Beliau berharap semua universiti akan lebih bermotivasi untuk mencapai objektif menjadi pusat kecemerlangan akademik Malaysia atau institusi pendidikan bertaraf dunia.

Presiden Gabungan Pelajar Melayu Semenanjung (GPMS), Datuk Reezal Merican Naina Merican berkata, kedua-dua pelan itu adalah rangka kerja jangka masa panjang yang holistik. “Ia dapat memastikan modal insan yang dilahirkan IPTA dan IPTS boleh dipasarkan dan tenaga pensyarah lebih tersohor di samping budaya penyelidikan terus mekar dan segar,” katanya. Sehubungan itu, GPMS mencadangkan penubuhan jawatankuasa Kabinet yang dipengerusikan Perdana Menteri, Datuk Seri Abdullah Ahmad Badawi bertujuan membuat unjuran guna tenaga bersepadu bagi memastikan permintaan dan penawaran sentiasa tepat.

“GPMS tidak mahu episod graduan yang dikeluarkan universiti tidak selari dengan pasaran sama ada dalam sektor swasta atau sektor berkaitan. Kita juga berharap jawatankuasa peringkat kementerian diwujudkan bagi merancang, menilai kualiti dan kuantiti infrastruktur serta persekitaran universiti supaya bertaraf piawaian antarabangsa,” katanya. Naib Canselor Universiti Teknologi Malaysia (UTM), Prof Datuk Dr Mohd Zulkifli Mohd Ghazali, berkata usaha mewujudkan universiti Apex juga langkah proaktif membentuk persaingan di kalangan IPTA dan IPTS.

Beliau berkata, pelaksanaan pelan itu baik kerana ia memberi kuasa autonomi kepada pihak pengurusan menjana ekonomi menerusi aktiviti penyelidikan, pembangunan dan komersial tanpa bergantung sepenuhnya bantuan kerajaan. Presiden Universiti Terbuka Malaysia, Prof Tan Seri Anuwar Ali, berkata usaha berkenaan adalah langkah rasional dalam proses pendemokrasian pendidikan menerusi modul serta pendidikan anjal. Katanya, kaedah pembelajaran lebih fleksibel, memberi peluang masyarakat terutama yang sedang bertugas dalam agensi kerajaan dan swasta meningkatkan pengetahuan dengan melanjutkan pengajian lebih tinggi.

Mengenai proses pendidikan sepanjang hayat, beliau berkata, ia mempunyai keistimewaan tersendiri kerana pelajar sentiasa mengemaskini pengetahuan dalam sesuatu bidang dari semasa ke semasa.

Tokoh pendidik, Prof Datuk Dr Kamaruddin Kachar, pula menggariskan empat faktor utama yang perlu dilaksanakan bagi menjayakan pelan berkenaan, iaitu:

pengurusan, teknik pengajaran dan pembelajaran,
hal ehwal pelajar,
pengendalian projek penyelidikan.

Bagi memantapkan pengurusan universiti, beliau berkata naib canselor perlu berwibawa dengan mengambil kira kelulusan serta pengalaman dalam pentadbiran universiti. “Setiap pensyarah pula perlu dilatih teknik pengajaran termasuk mengendalikan sesi kuliah besar, seminar dan tutorial. Di negara kita, hanya satu peringkat dilaksanakan iaitu kuliah yang dihadiri ratusan pelajar pada satu sesi,” katanya.

Pengarah Eksekutif Yayasan Strategik Sosial, Datuk Dr Denison Jayasooria pula berkata, pelan itu mempunyai sasaran dan wawasan yang jelas untuk meningkatkan kualiti pendidikan pengajian tinggi negara. Katanya, tujuh teras yang digariskan mencakupi semua aspek yang diperlukan bagi pembinaan bangsa kerana ia turut menekankan pembinaan modal insan. “Teras pertama memperlihatkan sasaran pelan itu jelas dan tepat untuk meningkatkan kualiti pendidikan negara. Menerusi teras kedua, kerajaan mensasarkan 75 peratus pengajar di universiti memperoleh PhD,” katanya.

“Langkah memberikan autonomi kepada Lembaga Universiti pula mampu menjadikan institusi berkenaan lebih berdikari dan tidak terikat dengan birokrasi Kementerian Pengajian Tinggi. Ini sebenarnya sudah lama dipraktikkan di luar negara,” katanya.

Minda Lestari: Citra Islam warnai persekitaran akademik

PELANCARAN Pelan Strategik Pengajian Tinggi Negara (PSPTN) minggu lalu oleh Perdana Menteri, Datuk Seri Abdullah Ahmad Badawi menandakan bahawa sektor pengajian tinggi tempatan akan mengalami transformasi untuk meningkatkan kualiti akademia bercitra dan bertaraf dunia.

Untuk mencapai matlamat itu, tujuh teras dikenal pasti iaitu:

meluaskan akses dan meningkatkan ekuiti,
menambah baik kualiti pengajaran dan pembelajaran,
memperteguh penyelidikan dan inovasi,
memperkasakan institusi pengajian tinggi,
mempergiatkan pengantarabangsaan,
membudayakan pembelajaran sepanjang hayat,
mengukuhkan sistem penyampaian Kementerian Pengajian Tinggi ( KPT).

Semua teras itu telah diperhalusi dengan petunjuk prestasi utama (KPI) dan sumber kewangan dan modal insan, serta kaedah merealisasikannya. Pada hemat saya, PSPTN yang diilhamkan Menteri Pengajian Tinggi, Datuk Mustapa Mohamed, adalah dokumen paling komprehensif dan realistik setakat ini untuk memartabatkan sektor pengajian tinggi tempatan sebagai penjana modal insan minda kelas pertama dan menjadikan Malaysia hab kecemerlangan akademik.

Selain perlunya dasar, strategi dan KPI bersifat futuristik sekali gus realitistik, institusi pengajian tinggi (IPT) tempatan juga perlu mengenal pasti citra dan keunikan tersendiri bagi membezakannya dengan IPT di negara lain. Persoalannya kini, apa keistimewaan IPT di Malaysia jika bidang pengajian, kualiti dan prestij yang sama boleh diperoleh di negara lain?

Sehubungan itu, pada hemat saya, ada dua kelainan yang boleh menonjolkan IPT tempatan berbanding negara jiran atau negara maju dari segi pengkhususan terutama menerusi program pengajian siswazah, penyelidikan dan inovasi, iaitu citra Islam membangun yang progresif dan persekitaran akademik mementingkan komponen mesra alam.

Citra negara Islam progresif memang selama ini dikaitkan dengan Malaysia, selain Turki. Citra itu secara
tidak langsung meletakkan Malaysia sebagai model di kalangan negara Islam dan masyarakat membangun. Setakat ini banyak pihak khususnya di kalangan akademik sendiri kurang menyedari kepentingan citra ‘negara membangun’ dan model ala-Malaysia dalam penjenamaan pengajian tinggi.

Hakikatnya negara membangun mewakili lebih 90 peratus masyarakat dunia. Inilah pasaran terbesar pengajian tinggi antarabangsa dari segi bilangan pelajar antarabangsa dan minat terhadap bidang berkaitan pembangunan, sains dan teknologi.

Dalam bidang perbankan dan pengurusan Islam misalnya, sumbangan Malaysia dari segi akademik, amalan profesional dan model sebenar memang mengagumkan dan bertaraf dunia. Selain itu, ada bidang baru berkembang pesat yang boleh dijadikan fokus, seperti disiplin ilmu kejuruteraan alam sekitar dan pengurusan air lestari.

Dalam hal ini sumbangan Malaysia semakin dirasakan. Sebagai contoh, sejak 2006, saya dilantik pengerusi kumpulan pakar Persatuan Air Antarabangsa dalam bidang teknologi dan pengurusan negara membangun yang dianggotai lebih 10,000 anggota. Selain itu, buku saya bersama Prof Mogens Henze, Municipal Wastewater Management for Developing Countries (IWA Publishing, London, (2006) mendapat sambutan di luar jangkaan menandakan sumbangan kepakaran dan aplikasi model pengurusan dan teknologi yang digunakan di Malaysia wajar diberi perhatian.

Di samping citra negara membangun, pengajian tinggi di Malaysia juga boleh menggunakan kesempatan persekitaran dan keunikan akademik yang dilatari pelbagai bidang berkaitan pelestarian alam sekitar, khususnya dalam konteks iklim tropika. Hutan hujan tropika, tenaga solar, tenaga berasaskan biojisim, kepelbagaian biologi, sistem akuatik tropika, penyakit tropika, kelapa sawit, getah dan ekosistem bandar beriklim panas adalah antara contoh bidang khusus yang seharusnya menjadi niche di kalangan ahli akademik tempatan.

Selain itu, banyak bidang lain boleh dimajukan selari dengan idealisme mesra alam yang menjadi trend dan keasyikan intelektual masa kini. Ini termasuk sains fundamental, teknologi industri, pengurusan bandar, pembangunan praurban, teknologi pembuatan, pengurusan air dan sisa. Ketika ini bidang itu masih ditunjangi ilmu, kepakaran dan teknologi yang berpaksikan beberapa buah negara maju. Sebagai contoh bidang kesihatan dan perubatan tropika masih berpaksikan London School of Hygiene and Tropical Medicine. Begitu juga bidang kejuruteraan alam sekitar negara membangun masih kukuh diterajui Universiti Newcastle, England dan UNESCO-IHE Water Institute di Delft, Belanda.

Peranan yang boleh dimainkan IPT tempatan ialah menyediakan kepakaran, sumber manusia dan kemudahan infrastruktur bagi membolehkan lebih banyak inisiatif dan fokus kepada bidang itu. Hal ini boleh dimantapkan dengan pelantikan profesor ternama sebagai staf IPT tempatan. Ketika ini, kecuali Singapura, Malaysia adalah satu-satunya negara tropika yang aktif menjalankan pelbagai program penyelidikan berkaitan dengan hal ehwal negara membangun dalam konteks pelestarian alam sekitar. Namun, pada hemat saya, masih banyak perlu diperkemaskan khususnya dari segi modus operandi, fokus, kepakaran khusus dan penggemblengan sumber.

Dalam hal ini, PSPTN menyediakan kerangka terbaik untuk membolehkan IPT tempatan melonjak dan bersaing dengan negara maju. Dengan niche yang ditunjangi persekitaran setempat dan kepakaran sedia ada yang dipertingkatkan, idealisme mesra alam yang semakin mengakar, maka laluan mencapai citra dan taraf dunia dalam pengajian tinggi dapat direalisasikan dengan lebih mudah dan mantap.

SELEPAS pelbagai kejayaan dicapai Lembaga Akreditasi Negara (LAN) sejak ditubuhkan pada 15 Mei 1997 menerusi penguatkuasaan Akta Lembaga Akreditasi Negara 1996, apa perkembangan terbaru sekarang?

LAN akan menjalani perubahan yang dijenama semula sebagai Agensi Kelayakan Malaysia (MQA) dan dijangka beroperasi Oktober tahun ini. Perubahan besar itu adalah satu langkah penting bagi memastikan kualiti pengajian tinggi swasta yang ditawarkan di negara ini terjamin dan menguntungkan pelajar. MQA sebenarnya adalah kesinambungan LAN dan akan meneruskan fungsi teras LAN yang berkembang dalam tempoh 10 tahun lalu.

Apakah faktor yang mendorong penubuhan MQA di negara ini?

Perkembangan pesat pendidikan tinggi sejak 1990-an dalam sektor pengajian tinggi awam dan swasta menimbulkan kepelbagaian dari segi jenis pembekal pendidikan dan latihan, jenis program seperti tempatan, francais, berkembar dan sebagainya, ketidakseragaman penamaan kelayakan dan kaedah penyampaian termasuk kaedah baru seperti e-pembelajaran, merentasi sempadan, jarak jauh, pembelajaran terbuka serta pembelajaran fleksibel. Pada masa sama, negara seperti Amerika Syarikat, United Kingdom, New Zealand dan Australia sangat giat mengeksport produk pendidikan mereka, manakala negara Eropah menggalakkan mobiliti pelajar. Ini menunjukkan bahawa negara terbabit sangat prihatin dan memberi perhatian penuh kepada usaha meningkatkan keyakinan awam terhadap standard program pengajian dan kelayakan.

Perkara penting yang diutamakan oleh negara berkenaan adalah objektiviti dan ketelusan sistem kualiti pengajian tinggi yang dicapai menerusi beberapa langkah utama seperti mempersetujui suatu prosedur jaminan kualiti program pengajian dan pengiktirafan kelayakan. Ia juga membangunkan kerangka kelayakan

nasional sebagai titik rujukan standard kelayakan dan menandatangani Lisbon Convention iaitu perundangan antarabangsa berkaitan kualiti dan pengiktirafan kelayakan.

Dalam menangani perkembangan pesat pengajian tinggi dan kepelbagaian kaedah pengajaran dan pembelajaran serta mengambil kira kepentingan pengiktirafan antarabangsa ke atas kelayakan tempatan, adalah amat penting satu agensi jaminan kualiti. Apakah peranan utama MQA selepas ini?

Seperti yang menjadi amalan bijak sistem jaminan kualiti antarabangsa, MQA berperanan sebagai titik rujukan maklumat yang sahih mengenai kualiti dan standard kelayakan pembekal pendidikan dan latihan. Justeru, MQA adalah jentera yang bertanggungjawab melindungi pelajar dan masyarakat daripada program yang tidak berkualiti dan mengesan gejala buruk seperti penipuan oleh pembekal, ijazah palsu yang dijual melalui internet serta memisahkan badan akreditasi dan badan persijilan yang sahih daripada yang palsu.

Apakah faedah lain yang akan diperoleh dengan penubuhan MQA?

Pelbagai pihak boleh merujuk senarai semua kelayakan yang sudah diakreditasi oleh MQA di dalam Daftar Kelayakan Malaysia (MQR). Daftar ini juga menjadi titik rujukan bagi pemindahan kredit antara program pengajian dan kelayakan kerana pemindahan kredit hanya boleh berlaku antara program yang sudah
diakredit. Menerusi proses jaminan kualiti dan pengiktirafan yang menggunakan standard dan prosedur amalan bijak antarabangsa, MQA dapat menangani secara sistematik perkembangan sistem pendidikan yang
semakin kompleks dan pelbagai. Ini termasuk e-pembelajaran dan memastikan semua program mencapai standard ditetapkan. Langkah ini akan memudahkan urusan mendapat pengiktirafan dari dalam dan luar negara.

Dalam masa sama, MQA turut menyokong dasar pembelajaran sepanjang hayat yang menjadi prinsip utama Kerangka Kelayakan Malaysia (MQF). Boleh Datuk jelaskan lebih
lanjut?

Dasar ini memerlukan prinsip beroperasi seperti pengumpulan dan pemindahan kredit serta pengiktirafan pengetahuan dan pengalaman terkumpul yang tertib seperti terkandung dalam MQF. Prinsip ini membolehkan seseorang itu memilih laluan pembelajaran yang paling sesuai sama ada formal, informal dan fleksibel dari segi masa dan tempat bagi meningkatkan keupayaan diri, kualiti dan produktiviti
sepanjang hayat. Contohnya, individu tidak dapat memasuki universiti atas sebab tertentu, misalnya perlu bekerja dulu boleh memenuhi hasrat pada kemudian hari menerusi pengiktirafan pengetahuan dan pengalaman terkumpul yang diperoleh di tempat kerja, pembelajaran sendiri atau melalui kursus formal. Ini secara langsung membolehkan perkembang budaya pembelajaran sepanjang hayat.

Dalam erti kata lain, pelaksanaan MQF menerusi MQA dapat menyatupadukan sistem jaminan kualiti pengajian tinggi negara. Apa komen Datuk?

Ya benar. Proses jaminan kualiti telus dan objektif yang setanding dengan amalan di negara maju serta peranan MQF sebagai titik rujukan kelayakan memudahkan pengiktirafan antarabangsa. Menerusi kerjasama kukuh dengan badan lain yang terbabit dengan proses kualiti pengajian tinggi, MQA menyediakan persekitaran sihat dan kondusif untuk memperkukuh dan memelihara imej Malaysia sebagai pusat kecemerlangan pendidikan serantau.

Ternyata MQA mempunyai peranan menyeluruh, luas dan komprehensif. Apakah peranan lain MQA?

MQA turut berperanan untuk menyokong dasar kerajaan bagi menjadikan Malaysia sebagai sebuah hab kecemerlangan pendidikan di rantau ini dan pada peringkat antarabangsa. Bagi merealisasikan hasrat terbabit, elemen sangat penting yang perlu dicapai adalah pengiktirafan antarabangsa terhadap kelayakan yang dianugerahkan oleh institusi pengajian tinggi tempatan. Selain itu, usaha berterusan juga diambil
dengan menjalin persefahaman menerusi pemeteraian perjanjian pengiktirafan bersama dengan negara pengeksport utama pendidikan tinggi seperti United Kingdom, Australia dan New Zealand serta menarik pelabur pendidikan berwibawa untuk beroperasi di Malaysia.

Siapakah yang akan mengendalikan perjalanan operasi MQA?

MQA akan diketuai seorang Ketua Pegawai Eksekutif dan dibantu Timbalan Ketua Pegawai Eksekutif dan Jawatankuasa Akreditasi bagi lima bidang utama iaitu sains kesihatan dan perubatan, sains, sosial, sastera dan kemanusiaan, kejuruteraan dan alam bina serta teknologi maklumat dan multimedia.

Selain itu, MQA turut berperanan untuk menyemak status pendaftaran pemegang kelayakan ijazah Doktor Falsafah (PhD) dan setaraf. Apa ulasan Datuk dalam perkara ini?

Setakat ini, sebanyak 1,736 pemegang kelayakan dari institusi pengajian tinggi awam (IPTA), 493 dari institusi pengajian tinggi swasta (IPTS) serta 16 kelayakan daripada individu dan industri sudah diterima dan direkodkan. Jumlah pendaftaran kelayakan ini dijangka meningkat dari semasa ke semasa. Namun semua kelayakan terbabit masih dalam proses penyemakan dan perlu melalui proses pengesahan sebelum ia boleh didaftarkan di bawah Daftar Kelayakan PhD. Sehingga kini, kelayakan yang diterima sudah disemak dan ada antaranya perlu dihantar semula ke IPTA dan IPTS bagi mendapatkan maklumat lengkap. Proses penyemakan dan pengesahan akan dibuat menerusi satu jawatankuasa yang terdiri daripada LAN atau MQA, IPTA, IPTS dan Jabatan Perkhidmatan Awam (JPA).

ATLANTA - A woman said she and her toddler son were kicked off a plane after she refused a flight attendant's request to medicate her son to get him to quiet down and stop saying "Bye bye, plane."

Kate Penland, of suburban Atlanta, said she and her 19-month-old son, Garren, were flying from Atlanta to Oklahoma last month on a Continental Express flight that made a stop in Houston.

As the plane was taxiing in Houston en route to Oklahoma, "he started saying 'Bye, bye plane,' Penland told WSB-TV in Atlanta. The flight attendant objected, she said.

"At the end of her speech, she leaned over the gentleman beside me and said, 'It's not funny anymore. You need to shut your baby up,'" Penland told WSB-TV in Atlanta.

When Penland asked the woman if she was joking, she said the stewardess replied, "You know, it's called baby Benadryl."

"And I said, 'Well, I'm not going to drug my child so you have a pleasant flight,'" Penland told the TV station.

Penland said other passengers began speaking up on her behalf, and the flight attendant announced they were turning around and that Penland and Garren were going to be taken off the plane.

Penland and her son were let off the plane and did not complete the trip to Oklahoma, said Kristy Nicholas, spokeswoman for Express Jet Airlines, which flies as Continental Express on behalf of Continental Airlines.

Attempts by the Associated Press to reach Penland under a telephone listing that matched her last name were unsuccessful.

"I was crying, I was upset and I was thinking, 'What am I going to do? I don't have anything with me, I don't have any more diapers for the baby, no juice, no milk," Penland told WSB.

Nicholas said, "We received Ms. Penland's letter expressing her concerns and intend to investigate its contents."
